Creating Dual Chat Rooms agree or dis-agree?

i am planing to create a page for chatroom
but not only one chat room but two,
only considring the first room was world chat and the second one was local chat

~the world chat is only for english section no other languare permitted only english
~the local chat room was a freedom hall where everyone can use diiferent languages,
this room might cause confusion sometimes but this room could enhance better our own understanding on language barier. Smile

please reply on these poll or post some comment and suggestions all are appriciated,

i dis-agree...

let's say we have those chat rooms... because local chat is more understandable, most of players would go there and no one would go to world chat... now, here's the problem... what if we have let's say only one member in one country? and he can't understand other language... all he/she know is their country language and English... he/she can't enter other country room because he/she can't understand the language used there... and there's no member in world chat because members are in their country room...
